We have three Easement that need addressed
- Blue line
- Green line
- Yellow line
Bring rakes, shovels and gloves! If you have a weed whacker that would be wonderful. We will provide bags.
We have two repairs as well, one on Grand and one on Terminal 4.
Leak(s) at the south end of the Blue line:
As we opened up the original leak on the Blue line pipe towards the south end, we discovered two additional leaks. Across the course of the last three irrigations all three cracks and root leaks have been repaired. Most of the holes have been filled in and we will watch during this first April irrigation to confirm all is fixed before the final holes are filled in.

Several repairs and some easement clean ups were conducted during dry ditch this season. The repair committee agreed that working in large groups wasn't wise this year. Bigger projects tackled by the whole neighborhood can happen next year.

Continuing to seek out leak at the base of Terminal 4 west gate. Discovered a hole under the west pipe that could be the reason water seeps up in the terminal area. Added hydro cement to that hole as well as resealed cracks around west and east pipes.
Leak at the end of the Blue line:
Discovered a substantial leak at west end of Blue line. The Blue line serves 9th St. N and 9th Pl. S. Round 1 of this repair has taken place. The dig will be left open for another round of water to confirm the repair is sufficient.
Terminal 2 West pipe:
Where the large repair took place by Salt River Irrigation (SRI) Company last Spring, there was a separation between the lining and the pipe. SRI will be addressing this leak as part of our warranty.
Yellow Line:
As we experience the aging of our pipes, it seems the Yellow line (serving the island on 9th Pl) is aging the soonest. We have now started the process with the repairs going west from Terminal 2, under a driveway, under a sidewalk and under the street on 9th Pl. This was HUGE, and will now deliver more pressure to the rest of the Yellow line. No surprise the pressure on this set of aging pipes will show continued stress fractures. We have identified at least two homes on the island that have horizonal cracks. There is no repairing horizonal cracks, only replacing. We have added saddle straps to the pipes we have dug up, but it's only a temporary fix.
So far we see this as the potential repair focus of our 2021 season of water.
Easement Clean Outs:
It's encouraging to see how well homeowners are addressing their easements behind their own homes. It's very helpful when that can happen. We saw this on the Blue line, the Gold line and the west end of the Yellow Line. The west end of the Yellow Line was transformed from over-growth to bare land thanks to JC Middleton and Mark Coleman. Thank you gentlemen!
Valve Seals:
When you start to see water pooling around your valve it may be time to have your seal replaced. Seal replacement is covered as part of your IWDD funds. Please reach out to your Board members via email, text or phone and we will have you place your valve on your porch, arrange to have it picked up, seal replaced and returned to you.
Phase II Yellow Line Repair update
We successfully ran a full irrigation April 20th - 23rd after the repair of the 50 feet of the Yellow line. While that repair was open, the Irrigation company showed us a 'continued' lateral crack in the pipe continuing west under the sidewalk. There was question as to whether the 'continued' crack might leak at this time or if it would hold for a period of time.
The April irrigation was run prior to the sidewalk cement being poured so we could see the condition of the seal between the PVC piping and the older cement piping due to the known crack. The Duke Manor IWDD board had already obtained a Phase II proposal in case further work on that line might need to be continued.
The board met on April 21st and made a motion to execute the Salt River Irrigation's Phase II (next 50' west) estimate ONLY IF the Yellow line leaks during the current irrigation cycle. We had all hoped it would not leak so we could build up our funds again before having to execute another large expense.
Unfortunately, the leak at the seal on the Yellow line presented on Wed. afternoon with 24 hours left of irrigation run. We were able to finish that irrigation run, but cannot move forward with continued irrigation runs until the Phase II work is completed.
Salt River Irrigation obtained extended permits from the City of Mesa on Sat, April 25th and are scheduled to begin the Phase II work on Thursday, April 30th. The estimate for this work is aprox. $7500.00.
If you walk by that area you may notice that there are a few feet of sidewalk that have not been poured back yet - this is in preparation of the Phase II work beginning.

Yellow Line Repair update
The Salt River Irrigation company has received the City of Mesa Right of Way permit and is now waiting on the traffic variance to be approved. They plan on breaking ground on Thursday, April 16th and will:
· remove and haul away the cement walkway and current pipe,
· scope as much of the westbound yellow line as possible,
· replace the 15” irrigation pipe with 80# PVC,
· join the ends with existing pipe,
· and backfill the 50’.
The compacted backfill will need to be inspect by the city that following week before cement can be poured, but we are hoping to receive irrigation during the week of the 20th. We are working with SRP to confirm that now. Thank you!
We have acquired three proposals to repair the water delivery issue on the Yellow Line at Terminal 2 that has held up our SRP water delivery during the month of March.
Proposals received (in brief):
1. Arizona Pro Pipe Install 170’ of CIPP (Cured in Place Pipe) for $41,650
2. Premier Irrigation Replace 50’ of deteriorating pipe for $14,320
3. Salt River Irrigation Replace 50’ of deteriorating pipe for $ 9,755
The board held an emergency meeting on 4/1/20 to discuss the proposals. Discussion points were time frame, process, referrals, warranty, and other concerns.
The board has agreed to authorize Salt River Irrigation to commence with the repair as soon as is practical after the board acquires the necessary certificate of insurance and references.
Work is expected to commence during the week of April 13th. If all goes as planned, we anticipate that SRP will open up irrigation for our Duke Manor district for SRP’s next scheduled water flow during the week of April 20th.
Due to the skeleton crew at the City of Mesa we cannot anticipate if there will be any delays in permits that could change this time frame.

In case you are not aware, SRP suspended the balance of March’s irrigation cycle because of a significant leak from Terminal 2 on the yellow line going west. Until further notice SRP is suspending irrigation for the district until the leak is fixed. We are diligently working to acquire estimates to repair the leak. Many options are being explored.
There are many moving parts to a repair this large. All smaller attempts on this repair have proven to miss the mark. We will now be bringing in larger, and hence, more expensive, options.
We take keeping our water flowing very seriously, as I know you do. We are doing our best to address the problem and appreciate the patience and support of our neighbors.

Flooding occurred during the night by terminal 2 on N. 9th Pl. This has caused us to suspend irrigation for the remainder of the Blue line and the Gold line.
This will impact homes on the outside circle of 9th Pl. S, the north side of homes on 9th St. (the Blue line) and all homes on Robson and Grand (the Gold line).
Water will restart on the Red line at 6am on 3/11/20 for the 12 homes on the outside circle of 9th Pl. N. and the three homes that the Red line feeds on 9th Pl. S.

We have successfully isolated the Yellow line from receiving water in today's test run. This means we WILL move forward with the March irrigation next week for all homes who order water except the island on 9th Place, (the Yellow line). As mentioned in the notice that went to all homes: During our actual irrigation run during the week of March 9th, if water ends up in the Yellow line and more flooding occurs, there is still the possibility that SRP will cut off irrigation for the entire district. We will keep you posted on this website. Please check back often during the week of March 9th.
What’s happening: During the February irrigation cycle, the neighborhood irrigation was shut off due to a leak and flooding on the east end of 9th Place Circle on the Yellow Line. (The Yellow line feeds the island on 9th Place.) SRP has now informed us that we MUST isolate the Yellow Line and PREVENT all water from flowing down this line during the March irrigation. This line must stay isolated from irrigation until a satisfactory repair has taken place from terminal 2 going west for approximately 40 feet under the sidewalk.
How this impacts us: If the yellow line cannot be isolated from water flowing down it, then SRP will stop this irrigation run.
What is being done: The IWDD Board takes flooding and potential damage very seriously—as we know you would if it was your property. This weekend the repair committee is trying to engineer a way to prevent water from entering the Yellow line. There will be a test run of water on Monday, March 2nd to confirm that we have met SRP’s needs to isolate the Yellow Line. There is no way to recreate the actual pressure that happens over the course of multiple days of water flow with a 1-hour test run. So, with that said, if water ends up in the Yellow line and more flooding happens during our actual irrigation run during the week of March 9th, there is still the possibility that SRP will cut off irrigation for the entire district.
